Employee Provident Fund (EPF) and Employee State Insurance (ESIC) are two mandatory social security schemes for Indian employees governed by the EPF & MP Act 1952 and ESI Act 1948 respectively. EPF applies to establishments with 20+ employees where employee wages are ≤₹15,000/month (statutory wage ceiling); however, employees earning above ₹15,000 can voluntarily continue contributing on actual wages. EPF contributions: Employee 12% of basic+DA (full amount goes to EPF Account 1); Employer 12% split as 3.67% to EPF Account 1 (employee account) and 8.33% to EPS (Employee Pension Scheme) Account 10, capped at ₹1,250/month (EPS wage ceiling ₹15,000 × 8.33%).

ESI applies to establishments covered under the ESI Act in specified geographical areas, for employees earning up to ₹21,000/month gross (₹25,000/month for persons with disability). ESI contribution rates: Employee 0.75% of gross wages; Employer 3.25% of gross wages. ESI provides comprehensive benefits: medical treatment (outpatient and hospitalization), sickness benefit (70% of daily wages for 91 days/year), maternity benefit (26 weeks), disability benefit, dependents benefit for work-related death, and funeral expenses. Employers bear a significantly larger ESI burden than employees.

Administrative charges on top of EPF contributions: Account 2 (EPF administration) — employer pays 0.5% of basic wages (minimum ₹500/month per establishment); EDLI (Employees Deposit Linked Insurance) administration — 0.005% of wages (minimum ₹200/month). EDLI provides life insurance cover of up to ₹7L to EPF members at no cost to the employee. EPF interest rate for FY 2024-25 is 8.25% (declared annually by the EPF Central Board of Trustees). Employee contribution to EPF is eligible for Section 80C deduction up to ₹1.5L combined limit.

Common use cases

  • Computing exact EPF deductions for an employee with ₹25,000 basic salary — both employee and employer components
  • Determining whether an employee with ₹22,000 gross salary is covered under ESIC or exempt from ESI
  • Calculating employer's total PF+ESI cost as percentage of CTC for HR budgeting
  • Verifying EPF contribution split between EPF Account 1 and EPS Account 10 for pension eligibility planning
  • Checking maximum EDLI insurance cover for an EPF-covered employee

Tips for best results

  • 1Employees above ₹15,000 basic can request EPF contributions on actual basic (not capped at ₹15,000) — this increases retirement corpus but also increases employer cost, requiring mutual agreement
  • 2Check your EPF passbook on the EPFO member portal (passbook.epfindia.gov.in) quarterly — delays in employer deposits are common and should be flagged immediately
  • 3EPS pension is calculated on the last 60 months average pensionable salary (capped at ₹15,000) — eligible after 10 years of EPF membership; claim Form 10D at retirement
  • 4ESI card must be activated at the nearest ESIC dispensary — failure to activate means you lose cashless hospitalization benefits despite contributing
  • 5If your gross salary crosses ₹21,000 mid-year due to increment, ESI contributions continue until the end of the contribution period (April 1 or October 1) — you do not exit ESI immediately

What is the EPF contribution rate and how is it split?
EPF contribution for the employer and employee is each 12% of basic+DA. Employee's 12%: entirely goes to EPF Account 1 (employee's personal PF account). Employer's 12% is split: 3.67% to EPF Account 1 (employee account), 8.33% to EPS Account 10 (pension scheme, capped at ₹1,250/month). Additionally, employer pays: 0.5% to Account 2 (EPF administration), 0.5% to EDLI Account 21 (life insurance), 0.005% to EDLI administration. Total employer statutory contribution to EPF ecosystem: ~13.15% of basic wages. The employee's contribution (12%) is eligible for Section 80C deduction.
What is the ESI wage threshold and who is covered?
ESI covers employees earning up to ₹21,000/month gross wages (₹25,000/month for persons with disability). Coverage applies to factories and establishments in designated areas with 10+ employees (20+ in some states). Once covered, ESI continues until the end of the contribution period even if wages exceed ₹21,000 mid-period. ESI contribution: Employee 0.75% + Employer 3.25% = 4% total of gross wages. An employee earning ₹20,000/month contributes ₹150/month; employer contributes ₹650/month. Workers in construction, agriculture, newspaper industry, and seasonal establishments have different ESI application rules.
Can I withdraw my EPF balance before retirement?
Yes, with conditions: (1) Full withdrawal — only after 2 months of unemployment (58+ age: any time); (2) Partial advance — for specific purposes: housing construction (up to 36× monthly wages after 5 years service); medical treatment (self/family, up to 6× monthly wages); marriage (self/children/siblings, up to 50% employee share after 7 years); education (self/children post-10th, up to 50% after 7 years); natural calamity (up to 50%). EPF withdrawal within 5 years of joining attracts TDS at 10% (30% if no PAN). EPF withdrawal after 5 continuous service is tax-free.
What benefits does ESIC provide to covered employees?
ESIC benefits for covered employees: (1) Medical benefit — free OPD and hospitalization at ESIC dispensaries and hospitals for self and family (no co-pay, no limit); (2) Sickness benefit — 70% of daily wages for up to 91 days/year after 78 days contribution; (3) Maternity benefit — 100% wages for 26 weeks (8 weeks pre-delivery, 18 weeks post) for insured women; (4) Disablement benefit — 90% wages for permanent disability; (5) Dependents benefit — 90% wages distributed among dependents on employee's work-related death; (6) Funeral expenses — ₹15,000 lump sum. ESI hospitals are available in all industrial towns; for non-ESIC areas, reimbursement is available.
